With the Party Conferences history for another year MPs from all over the United Kingdom converge on Westminster today as Parliament resumes in earnest. As always after recess I have come to expect the unexpected on the first day back. We do know that proceedings will begin with questions on Education and the main business will be the Second Reading of the Neighbourhood Planning Bill. What do not yet know is what additional business may be added.
