Perhaps the biggest announcement of Gordon Brown’s first week in Number 10 was his speech on possible Constitutional changes. Indeed, he made some far reaching proposals some of which may attract widespread support. He did not include however any proposal to end the current unfairness which allows M.P.’s from Scottish constituencies to vote on matters which affect us in England in the safe knowledge that following devolution of powers to the Scottish Parliament their own voters will be unaffected.
